Because the constitution esperessly prohibits any president from declaring war, and reserves the right to congress, the US has a long standing tradition of faking attacks upon itself to prompt congress to go to war. 9/11 (or maybe the recent Christmas undewear bomber) was the last in this ignoble tradition..
